Managing Utilites in the Interest of the Consumers The Consolidated Commission on Utilities (C.C.U.) was created by Public Law 26-76. It is made up of five members elected at large to oversee the Guam Power Authority and the Guam Waterworks Authority. The CCU retains contracting authority for both utilities as well as the responsibility for selecting a qualified General Manager and Chief Financial Officer. |

CCU News The resignation of Comm. Tom Ada on April 4, 2007 created a vacancy on the Consolidated Commission on Utilities and the subsequent passage of Public Law 29-36, on October 25, 2007, made it possible for the position to be filled by the next highest vote getter, Joana Margaret Blas. CCU Achievements - Have conducted 48 public meetings in 2005 to address the needs of the public. - Put the Agency back into the black after just 3 years - Conducting Open Forum Village Meetings August, September and October 2008 to give constituents the opportunity to address concerns directly with the Commission. Representation from both GPA and GWA management and customer service are on hand to take and assist in resolution of consumer issues.
